First of all, you MUST remember that every picture is different and even a different crop of the same scene could change the situation. So please, just play around with values ;)
OK, let's go. Take your picture, crop it and sharpen a bit.

Filter --> Sharpen --> Smart sharpen
Too darkeness here. Duplicate the layer and set the new one to screen 100%.
Ok, what's the problem now? The icon is completely washed out.
My suggestion is to play with Levels to increase contrast.

Layer --> New Adjustment Layer --> Levels.

RGB: 58 0,86 253
We're gonna increase Red with selective colors, but remember to look at your picture and find out what the image really needs.

Layer --> New Adjustment Layer --> Selective Color.

Neutrals: -34 +18 +33 0
Layer --> New Adjustment Layer --> Selective Color.

Reds: -38 +47 +64 0 // Whites: +27 -22 +47 0 // Neutrals: +11 +12 +17 0 // Blacks: 0 0 0 +15
Layer --> New Adjustment Layer --> Selective Color.

Reds: -41 +39 -6 0 // Cyans: +40 +49 +55 0 // Blues: +86 -92 +84 0 // Whites: +32 +76 +46 -5 // Neutrals: +18 +6 +20 0 // Blacks: 0 +7 0 +10
Layer --> New Adjustment Layer --> Color Balance.

Midtones: +1 -22 +15
Shadows: -2 -4 -21
Highlights: +20 +18 +31
Preserve Luminosity UNcheked
Add this texture by [info]daynawashere.

Image --> Adjustment --> Invert

Set to Lighten 80%. Add your text and you're done.

Reds: 0 +82 0
Magentas: +28 +82 0
Layer --> New Adjustment Layer --> Selective Colors.

Reds: +98 +21 +53 0 // Yellows: +67 -77 +56 0 // Cyans: +66 -56 -43 0 // Whites: +63 -76 +64 0 // Neutrals: -81 +10 +25 0 // Blacks: 0 0 0 +41
Layer --> New Adjustment Layer --> Selective Colors.

Reds: -43 -3 +76 0 // Yellows: -48 -47 -90 0 // Cyans: +18 +45 -38 0 // Blues: +100 0 +37 +100 // Whites: -45 -27 +97 0 // Neutrals: -22 +17 +31 0 // Blacks: -16 0 0 +30
Duplicate the last Selective Colors Layer and set the copy to Screen 30%.
Add a tiny text brush.
Done ;)

I'm so sorry but I really can't remeber from who I got it... It's been on my collection for a while! But I'm quite sure I'll find it ages ago @ [info]100x100_brushes.

Hey I was just wondering for the second tut on the third step how do i do the "check the settings part" i have pscs2.

I'm quite sure you don't have to check anything with CS2. Anyway, it's simple: if your nodes are higher than the default line, your curves are ok. If not, just play around a bit: you need a bit of lightness and a bit of contrast in that particular step.
